The short answer: the .45 ACP — and it is not close. The 30 bore (7.62×25 Tokarev) earned its fearsome reputation in India because for forty years it was the most powerful pistol cartridge a licence-holder could realistically get. That reputation was built by scarcity, not by science. Every army that ever issued the cartridge had abandoned it by the end of the twentieth century, no modern manufacturer chambers a single pistol in it today, and every serious body of wound-ballistics research — from the US Army's 1904 trials to the FBI's modern ammunition protocol — comes down firmly on the side of the bigger, heavier .45 bullet. Here is the full explanation.

Why are these two calibres always compared in India?

Because of what the closed Indian market did to both of them. Let one thing be clear first: both the .45 ACP and the 7.62×25 (our "30 bore") are, and have always been, in the permissible (Non-Prohibited Bore) category — fully legal for a civilian licence-holder to own. Only 9mm Parabellum (9×19) is restricted, because it is the service cartridge of our defence and paramilitary forces. The problem was never legality; it was availability. The only handguns openly and freely sold in the civilian market were the .32 revolver and the .32 pistol. The two serious calibres beyond the .32s — the .45 and the 30 bore — were neither mass-produced in India nor openly stocked by dealers, and were very, very hard to find: the .45 trickled in through the import channel before the 1986 import ban sealed it, and the 30 bore arrived through an entirely different side door, the Army's Non-Service-Pattern (NSP) weapon releases. Because both big-bores could only be had through these narrow channels, both acquired legendary status — scarcity built the hype around each of them, and the ".30 vs .45" argument was born as a contest between the two legends. Things changed with the Arms Rules 2016, which opened licensed manufacture and dealer channels: today both calibres are genuinely available to civilians, which is exactly why the comparison can finally be made on merit rather than on folklore. It remains a uniquely subcontinental debate — India and Pakistan are the only places on earth where the 30 bore still has a living civilian market.

Weren't they designed for the same job?

No — and this is the heart of the matter. The .45 ACP was designed around the human body. After the US Army's .38 revolvers repeatedly failed to stop determined attackers in the Philippines, the Thompson–LaGarde Board of 1904 tested every major service cartridge of the day and concluded that a military pistol bullet "should have a caliber not less than .45." John Browning built the .45 ACP — a 230-grain bullet at moderate velocity — specifically to meet that requirement, and the US Army adopted it with the M1911 pistol.

The 7.62×25 is the opposite story: it is an SMG cartridge that was forced to fit into a pistol. In 1930 the Soviet Union needed one cartridge that could feed its planned sub-machine guns (the PPD, and later the famous PPSh-41) and share bore diameter with Mosin-Nagant rifle barrels, and it already held warehouses of captured German 7.63 Mauser ammunition it could copy. The TT pistol that fired it was never a fighting handgun in Soviet doctrine — it was an emergency sidearm for officers, tank crews, pilots and political staff, men whose real weapon was a rifle, a tank or a desk. It was a war relic for the officer's belt, never a close-combat weapon. Stopping an attacker at arm's length was simply never on its requirement list. One cartridge is a purpose-built defensive round; the other is a logistics decision that happens to fit in a pistol.

But doesn't the 30 bore have more power?

It has more muzzle energy on paper (~545 J vs ~475 J) — and that is the single most misleading number in the entire debate. Modern wound ballistics, established by Col. Martin Fackler's work at the Letterman Army Institute and adopted by the FBI in 1988, shows that at handgun velocities the wound that stops an attacker is the permanent cavity — the tissue the bullet physically crushes. Velocity-driven "temporary cavity" stretch looks dramatic on video, but below roughly 600 m/s the tissue simply springs back.

The 30 bore's extra energy is therefore wasted twice over: partly carried out the far side of the target as over-penetration, partly absorbed by temporary stretch the body recovers from. What determines the permanent cavity is frontal area, bullet mass, and controlled penetration depth — and there the comparison is brutal. An unfired .45 bullet presents 104 mm² of frontal area against the 30 bore's 48 mm². A modern .45 hollow-point expands to 0.68–0.85 inch — up to 380 mm² — while no factory 30 bore load reliably expands at all. The best custom 30 bore hollow-point ever tested expanded to .45 inch: the size a .45 ACP starts at before expanding.

The ice-pick effect — understand this and the whole debate is over

Ballistics literature calls the 30 bore's wound the "ice-pick effect," and it is worth taking a moment to understand exactly what that means, because it is the single most important fact in this comparison.

Step by step, here is what happens when a 30 bore bullet hits a target. The bullet is a small, pointed, hard-jacketed spike — just 7.85 mm wide, about the thickness of a ballpoint pen. Because it is jacketed and pointed, it does not deform, mushroom or tumble in soft tissue. It punches a straight, pen-width hole, passes clean through the body in a fraction of a second, and exits the far side still carrying a large share of its energy — energy that is now travelling onward to hit whatever is behind the attacker, instead of hurting the attacker himself. Human tissue is elastic: the moment the bullet has passed, the narrow channel closes around itself. What remains is a deep, thin puncture — exactly the wound an ice pick or a knitting needle would leave.

Why doesn't that stop a man? A puncture wound bleeds internally and slowly. Unless that thin channel happens to pass directly through the brain, spine or heart, the attacker feels a stab, not a hammer blow — and forensic literature (Di Maio, Gunshot Wounds) shows that even ultimately fatal wounds of this type routinely leave a determined attacker five to ten minutes of full fighting activity before blood loss brings him down. In a self-defence encounter, five more minutes of a fighting attacker is the difference between life and death. This is why an assassin's ice pick had to be placed precisely into the brain to work — a narrow spike anywhere else in the body simply does not switch a human being off.

Now compare the .45 hollow-point. It arrives as an 11.5 mm bullet and mushrooms on impact to over 21 mm — wider than a one-rupee coin — while weighing nearly three times as much as the 30 bore bullet. It crushes a wound channel roughly eight times the volume, dumps 100% of its energy inside the target because it stops within the FBI's 18-inch limit, and destroys enough tissue and blood vessels along the way that blood pressure collapses in seconds, not minutes. One is a needle. The other is a crushing blow the body cannot ignore. That — not muzzle energy on a data sheet — is what "stopping power" actually means.

What does professional testing actually show?

The benchmark is the FBI Ammunition Test Protocol: bullets must penetrate 12–18 inches of calibrated ordnance gelatin, through barriers like heavy clothing, car doors and glass, to reliably reach vital organs without passing through the target and endangering bystanders. That standard was written in blood — it came directly out of the 1986 FBI Miami shootout, where a 9mm bullet stopped two inches short of an attacker's heart and two agents died in the four minutes he kept fighting.

Premium .45 ACP defensive loads (Federal HST, Speer Gold Dot, Winchester Ranger) pass this protocol routinely, penetrating 13–16 inches with full expansion. The 30 bore has never passed it — no major agency carries it, so no load has even been submitted. Independent gelatin testing shows why: standard 30 bore FMJ drills a straight, narrow, 30-inch-plus channel and exits the block at speed — the ice-pick effect, measured and photographed.

Does anyone in the world still make or use this cartridge?

This is the question that should end every tea-stall argument. Walk through the catalogue of every modern pistol manufacturer on earth — Glock, SIG Sauer, Smith & Wesson, CZ, Beretta, Heckler & Koch, Walther, Springfield, FN — and you will not find a single modern pistol chambered in 7.62×25. Not one. The only pistols ever made in this calibre are the Tokarev pattern of 1930 and its licensed copies, and every military that issued them had withdrawn the cartridge from front-line service by the end of the twentieth century. The market has spoken for seventy years: if the cartridge had defensive merit, at least one of these companies — who chamber pistols in everything from .22 to 10mm — would have built for it. None ever has.

Meanwhile the .45 ACP is chambered in current-production pistols by virtually every maker named above, and even genuinely small modern cartridges outclass the 30 bore where it matters. A .32 H&R Magnum revolver firing a modern expanding bullet — a cartridge most shooters would call mild — produces a better terminal wound than 30 bore FMJ, because its bullet is designed to expand and stop inside the target rather than needle through it. The .380 ACP (9×17), with barely half the 30 bore's muzzle energy, is a better defensive choice for the same reason: modern .380 hollow-points expand and dump their energy where it counts. When a cartridge loses a terminal-effect comparison to the .380 ACP, the argument is over.

If the 30 bore was so effective, why did every army that used it abandon it?

This is the fact its defenders cannot answer. The Soviet Union itself — the country that adopted the cartridge — replaced it with the smaller 9×18 Makarov in 1951, just twenty years in. Yugoslavia, which built 270,000 Tokarev-pattern M57 pistols and issued them to its entire army and police, replaced them from 1987 onward with 9×19 pistols, citing two reasons in its own published design brief: poor terminal performance against unarmoured attackers, and dangerous over-penetration in urban encounters. By the year 2000 no major military or police force anywhere retained it as a front-line pistol cartridge. Those who used it most abandoned it first.

A footnote worth knowing: the 7.62×25, 9×19, .380 ACP and even the 5.56 rifle cartridge all share a nearly identical case-head diameter of roughly 9.5–10 mm. That is not a coincidence of ballistics — it is a legacy of military mass production, where factories standardised bolt faces, tooling and production lines around a common case head. It is one more reminder that the 30 bore's dimensions were dictated by the factory, not by any study of what stops an attacker.

"But the 30 bore is good at long range"

This is the cartridge's last remaining defence, and it collapses on contact with the data. Yes, the small fast bullet shoots flat — because it was designed for a sub-machine gun engaging at 100–200 metres. But a defensive pistol is not a sub-machine gun. Decades of FBI and police engagement data show that real civilian self-defence encounters overwhelmingly occur at under 7 metres — most within 3 — in seconds, in poor light. At conversational distance, "flat trajectory" is worth nothing: every pistol cartridge ever made shoots flat enough across a room. What decides the outcome at 3 metres is what the bullet does when it arrives — and at that job, nothing in the NPB category competes with a .45 ACP hollow-point. Praising the 30 bore's long-range performance is praising a defensive pistol for the one quality a defensive pistol never uses.

Doesn't the 30 bore defeat bulletproof vests?

Certain military steel-core loads will defeat old NIJ Level I / II-A soft armour — that part is true. But Level III-A armour, standard police issue worldwide for the last two decades, stops it routinely. More to the point: the realistic threat to a civilian licence-holder — a robber, an intruder, a road-rage attacker — is not wearing armour at all. Choosing a defensive cartridge for its ability to defeat armour your attacker isn't wearing, at the cost of stopping power against the attacker himself, is solving the wrong problem.

What about the practical side — the pistols, the recoil, the ammunition?

Beyond the gelatin data, the everyday realities all point the same way. The 30 bore pistols in Indian circulation are military surplus — TT-33s, CZ-52s, M57s, Chinese Type 54s — most of them fifty to eighty years old, with no factory support, no spare-parts channel and ageing springs and firing pins. The original TT-pattern design has no manual safety at all (only a half-cock notch), which is a genuine handling risk in a home-defence pistol, and ageing CZ-52 decockers are notorious for failing.

The "mild recoil" claim is a myth. The 7.62×25 operates at roughly 36,000 psi — nearly double the .45 ACP's 21,000 psi — and that high-pressure charge in a lightweight steel pistol produces a sharp, snappy crack with fierce muzzle blast and flash, blinding indoors at night. The .45 delivers a heavier but slower push that experienced shooters consistently find easier to control for fast follow-up shots. Magazine capacity is a wash: the single-stack TT-pattern holds 8 rounds, much like a classic 1911.

Then there is the ammunition itself — and here the 30 bore owner is trapped three ways. First, the cartridge does not appear on any DGFT import authorisation for civilian ammunition: it entered India as Non-Service-Pattern military materiel meant for issue to service personnel, and only later leaked into the civilian market — there has never been a legitimate civilian supply channel. Second, no ammunition is manufactured in India; Munitions India Limited has never catalogued it. Third, because it is an offensive military cartridge, what circulates is army-pattern FMJ ball — no hollow-point defensive loading is available to an Indian civilian at all, meaning every round a 30 bore owner can actually buy is precisely the ice-pick, over-penetrating loading described above. And for this he pays grey-market prices of roughly ₹800–1,200 per round, a 10–20× premium over world prices — about one lakh rupees for a hundred practice rounds a year. The .45 ACP, by contrast, is produced by sixteen major manufacturers worldwide with hundreds of proven defensive loads, and since the Arms Rules 2016 it is genuinely accessible in India — licensed Indian manufacturers now produce .45 ACP pistols domestically, and licensed dealers stock the calibre openly for NPB licence-holders.

Is over-penetration really my problem?

In an Indian home or street, yes — profoundly. A bullet that passes clean through an attacker and keeps travelling at lethal speed can strike a family member through a wall or a bystander across the street. Every shot you fire in self-defence is your responsibility, including where it finally stops. A .45 hollow-point that dumps its energy inside the target and stays within the FBI's 18-inch limit is not only more effective — it is the more responsible choice for anyone defending a home with loved ones in it.

So is the 30 bore worthless?

Not at all — it just needs to be valued for what it actually is. The TT-33 and its cousins are important pieces of twentieth-century history and superb collector pieces. The cartridge's flat trajectory makes it enjoyable for range and sport shooting where terminal effect isn't scored. And a family NSP-pipeline pistol carried by a father or grandfather has a sentimental worth no ballistic table can measure. What the evidence does not support is choosing it in 2026 as a primary defensive calibre when the .45 ACP is available.

The verdict

The 30 bore's legend in India was written by a closed market: against the .32 revolvers and .32 pistols that were the only alternatives between 1986 and 2016, it really was "the powerful one." But scarcity is not science. It is an SMG cartridge in a pistol, abandoned by every army that issued it, chambered by no modern manufacturer, fed only by grey-market military ball ammunition, and defeated in terminal effect even by the modest .380 ACP. On every measure accepted by modern wound-ballistics research — permanent wound cavity, frontal area, controlled penetration, proven defensive loads, institutional service history, ammunition supply and cost — the .45 ACP is the better calibre, and the gap is wide. Now that Indian licence-holders can finally make the comparison honestly, the comparison is settled.
